Venezuela has the slowest internet in Latin America, but that doesn't stop the younger, more engaged citizens from using it as their main source of news. In 2008, Elio Casale, Oswaldo Graziani, and Juan Andrés Ravell created El Chigüire Bipolar, a website that uses humor as a means to criticize government agendas and initiate dialogue about political ideas through satirical news broadcasts. While humor alone may not bring about democracy, El Chigüire Bipolar knows how important it can be for starting conversations and creating dialogue. The creators of El Chigüire Bipolar were awarded the 2017 Václav Havel International Prize for Creative Dissent and accepted their award at the Oslo Freedom Forum. The Oslo Freedom Forum is a global event series presented by the Human Rights Foundation (HRF).
