RESTRICTION SUMMARY: NO ACCESS TURKEY
++A Turkish court has approved a temporary blackout requested by the country's Tourism and Culture Ministry on coverage of the blast that occurred on Sunday in Istanbul, citing public order and national security reasons.
++The order asks media organizations "to avoid broadcasts that may create fear, panic and turmoil in the society and that may serve the purposes of terrorist organizations." The ban affects imagery of the moment of the explosion, the work carried out by authorities and detailed information on victims and perpetrators. The blackout does not apply to official statements.
++This affects ALL coverage distributed inside Turkey. This material is subject to the terms of the blackout which says it should not be used in Turkey. "We do not accept the condolences of the American embassy. We reject it. Of course, our alliance with a state that sends money from its own senate to this mentality, that feeds the terror zones in Kobani and tries to disrupt Turkey's peace, should, of course, be discussed. STORYLINE:
Tributes have been left on Monday in Istanbul at the site of an explosion which killed six people and left several injured.
Red carnation flowers and balloons were placed in an area where carpet had been laid and ropes placed around it on Istiklal Avenue, a popular thoroughfare lined with shops and restaurants leading to the iconic Taksim Square.
Turkey's Interior Minister Suleyman Soylu, while leaving flowers at the blast site, said he did not accept condolences from the American embassy.
