Head outside of Shal'Aran to find Arluelle on your right. Right-click her, then right-click her again once the option becomes available. This will cause her to follow you; bring her down into Shal'Aran near First Arcanist Thalyssra to complete this quest. You don't actually have to listen to the dialog in order to turn in this quest. This is the final quest required for the Lockdown questline for the Insurrection Legion quest achievement.
