The University of Maine’s Free Speech and Assembly Policy isn’t very free. It requires students to notify the university’s chief of police three days before holding any expressive activities in the outdoor areas of the campus.
Having to approach the chief of police to discuss a demonstration is likely to feel pretty intimidating for students — especially if the demonstration touches upon topics that involve policing.
The ultimate result is that students will be discouraged from expressing themselves — an unacceptable result for a public university that is legally bound by the First Amendment. For these reasons, we have chosen the university’s Free Speech and Assembly Policy as FIRE’s Speech Code of the Month for June.
Please join us in asking President Ferrini-Mundy to revise this policy.
