Richard Leonard, a Roseland councilman, appeared before Judge Sybil M. Elias in state Superior Court on a charge of conspiring to commit official misconduct. He's accused of threatening to vote down a redevelopment designation for a business in town unless its owners agreed to pay for snow removal for his own parking lot. He pled not guilty.
