NASCAR team owners haven't been paid and treated the way they're meant to be in the NASCAR Cup Series garage. With that happening for a while now, they decided to not attend the team owner's meeting on Wednesday, April 5 of 2023. The meeting takes place quarterly throughout the year. This also involves the Charters, a license given to teams to be able to field their cars. The Cup Series field is maxed out at 36 cars with Charters, and if they want to fill the field with the remaining 4 spots on the grid, (there is a maximum of 40 drivers per race) they have to field open cars, basically cars that are part-time. NASCAR's president Steve Phelps mentioned that they don't want to continue with the whole Charters deal after 2024, so teams that couldn't make it due to costs, (teams sell Charters for millions of dollars) like JR Motorsports, could enter the Cup Series from 2025 and beyond.
