Prior to the Second Coming, people would still be living their lives with a business as usual attitude, thinking that life would go on without any OUT of the ORDINARY occurrence, unmindful of the WARNINGS of SCRIPTURE.
In this passage, Jesus is talking to people of the future - those who would be existing during the tribulation period. Having said that, there are many relevant applications for us today.
