While regulation has opened the market, the government can further boost MVNO growth by issuing dedicated MVNO licenses to increase competition and innovation. Allocating part of its spectrum to support digital initiatives, like online classrooms and telemedicine, would also improve access to education and healthcare in underserved areas. Partnering with MVNOs in these efforts could drive greater connectivity and inclusion across South Africa.
