Phenylephrine, an ingredient in most over-the-counter (OTC) decongestants, is available in more than 200 different OTC products. Several studies conducted in 2007 and 2015 petitioned the FDA to remove phenylephrine from OTC nasal decongestant drug products. When you take it by mouth, it first appears in the stomach. It is absorbed by the liver and inactivates 70 percent before it enters the bloodstream." Other studies have shown that only 1 percent of the drug becomes systemically bioavailable. In both cases, this means that very little of the drug reaches the nose and this is where it is needed. Finally, on September 11 and 12, 2023, an advisory committee to the FDA reviewed the data and clinical studies presented in an 89-page report and concluded that orally administered phenylephrine did not relieve nasal congestion.
