Authoritarian states are waging a hybrid war against free liberal democracies in the international information space. Next to a flood of sophisticated propagan-da aimed at discrediting Western values, censorship of the internet aims to elim-inate the dissemination of high-quality journalistic information by filtering and blocking internet traffic. Thus, independent international media and exile-media are facing increasing difficulties in bringing unbiased information to audiences living under autocratic rule. Combined with traditional forms of repression to silence local critical voices, the control over narratives is nearly complete in some regions already. How can proponents of freedom of information counter cen-sorship and improve access to information where it is threatened? How can Western democratic societies find a balance between digital self-defense while safeguarding the fundamental freedom of information?
