This is the blessing recited right after reading the haftarah portion (a section taken from the prophets/n'vi'im section of the Jewish bible that often has a thematic link to the weekly Torah portion), according to the Reform tradition that I learned as a child. There are other variations in chanting melodies, too. Reconstructionist, Conservative, and Orthodox prayer books have a longer version of this blessing with words that do not appear here.
