One thing that I've always found strange is how King Bob-omb and King Boo have made multiple appearances throughout the "Mario" series, yet General Guy has yet to be in any games other than the first "Paper Mario". Sure, I get that General Guy was introduced in a spin-off game, but that didn't stop the Goomba King from being present in several other games in the series, and he's an early-game boss that exists with the sole purpose of making sure that you have a basic understanding of the battle system. Meanwhile, not only is General Guy a mid-game boss that requires some sort of strategy to beat, but he has so much potential.
Think about it; we know pretty much nothing about Shy Guys. For a good portion of their history, while the Shy Guys were antagonistic towards Mario, they were portrayed as a faction that was independent of Bowser that was native to another world- Mario's dream in "Mario Bros. 2" and Weapon World in "Mario RPG". But then somewhere down the line, they became a pillar of Bowsers forces, perhaps as a result of having nowhere to go after the portal to Weapon World was destroyed and Bowser taking all the help he can get. However, despite always working for the main antagonist of the game, to me, it always feels that their allegiance is purely out of convenience since they get to do their own thing while receiving the protection of a greater force. After all, while the rest of Bowser's minions try to plan out strategies and dedicate themselves to stopping Mario, the Shy Guys just want to spread mischief and if they impede Mario, that's just a bonus to them. Heck, in "Paper Mario", the Shy Guys only become antagonistic when Mario threatens their interests, not Bowser's.
So to see this otherworldly, childish horde that thrives on chaos being led by some formal military commander, I can't help but imagine a "Mario" game in which General Guy gets fed up with Bowser's countless failures and decides to take matter into his own hands by staging a coup and taking the throne for himself. I mean, with all the different kinds of Shy Guys under General Guy's command, as well as how they're shown to pilot Bowser's armada of airships, they could easily hold their own as the sole enemy faction in a game.
