This is Part 2 which discusses the ARRL, Log Book of the World, log matching software and website. It is not actually logging software, but a way to match contacts electronically and get amateur radio awards from the ARRL.
You must wait for a postcard from the ARRL with your "code" before you can use the free software TQSL to upload your log in ADIF format.
It's really not very hard to setup, regardless of what you have heard. Many ham radio operators use LOTW. Learn how to use it and upload your logs!
