Wind chills will send temperatures to -45F in Chicago and -50 in Green Bay this week. It will be 'the coldest air in five years' by midweek as warming centers open. Polar vortex rarely plunges as far south as the US and last big plunge was in 2014. The National Weather Service said wind chills can produce frost on exposed skin within 10 minutes.
