President Donald Trump announced Friday morning that he would sign an executive action declaring an emergency at the U.S. southern border -- a move that is widely anticipated to spark legal action. He suggested that when past presidents had made emergency declarations, "they sign it, nobody cares." However, Trump's action -- to use emergency powers to get funds that Congress had denied him -- has little precedent.
