Description of talk
Different visions of the transition to a fully-fledged digital society exist in different parts of the world. The European Union has chosen, in general terms, to vouch for a values-driven, human-centric internet. "Digital sovereignty" is the term that has been coined to describe having control over the technology that forms the basis for European societies and economies. This lecture's key messages outline the transformation of public administration from this digital sovereignty perspective. It 1) defines digital sovereignty, highlighting nuances and contradictions in meaning of the term, 2) reveals how different stakeholders (industry, civil society and technical experts) view the concept, and 3) shows how the digital transformation of public administration can act as a key testbed for the concept of digital sovereignty. We cover critical infrastructure management and protection and data portability as two key issues for public administrations in the EU, and focus on the notions of trust and accountability as areas where the dynamics driving public administration and digital sovereignty coincide.

This lecture series on digital transformation in the EU is the result of a partnership between the Centre for Digitalisation, Democracy and Innovation at the Brussels School of Governance (Vrije Universiteit Brussel) and the AWS Institute.
