As North Carolina awaits a decision from Governor Roy Cooper on mandatory masks, other states have already implemented these rules. But they don't always work. When the pandemic started in the U.S., 15 states and the District of Columbia issued orders requiring masks. A new study from the University of Iowa found up to 450,000 cases may have been prevented by those orders, as well as other guidelines put in place.
