Heavy water logging occurred outside UP State Assembly following the incessant rainfall in Lucknow on July 31. Congress leader Aradhana Misra said, "We inform the govt every year that the monsoon is coming and to make proper arrangements, more than 40 districts are affected by floods, yet the government does not implement any regulations or take action regarding the floods." Samajwadi Party (SP) leader Mohd Faheem Irfan said, “Our minister Nawab Iqbal Sahib raised a point of order inside the House. He was stuck in water for 1.5-2 hours and became so breathless that his health deteriorated. That is when he raised the question on arrangement”
