From a pre-democratic state that largely ignored the rising concerns of a growing pandemic, a post-democratic government that initially seemed to be alive to this battle's reality to the global condemnation during the days of the so-called AIDS denialism, until a new policy direction that set the country on a new path in the treatment of HIV patients.
It has been quite a journey.
