This video will show you a method of drawing a 15 degree angle with a compass and ruler (no need for a protractor!). First you will need to construct a 60 degree angle, then bisect this angle to give a 30 degree angle. Finally bisect the 30 degree angle to give the 15 degree angle. Make sure you know how to bisect an angle before you attempt to draw a 15 degree angle.
