The last boss fight against Victor, puts you up against him and a room filled with drones, mines, robots and laser traps.
The easiest way to kill him without shooting a bullet yourself is to get up the first floor on the right hand side. Hack the security terminal and take control over 4 drones and a turret.
This should be enough to get him down. Also grab the turret and carry it downstairs. Having 4 drones and a turret against Victor at once will keep him busy so you won't really have to worry about getting hit yourself.
After 30-60 seconds the fight should be over.
