Which drivers are subject to ELDT?
The Entry-Level Driver Training (ELDT) regulations establish new Federal minimum training standards for entry-level drivers. This includes individuals applying for:
A Class A or Class B commercial driver’s license (CDL) for the first time
An upgrade of an existing Class B CDL to a Class A CDL
A school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time
Beginning February 7, 2022, the ELDT compliance date, drivers must have completed the required entry-level driver training from a provider registered with FMCSA before taking a CDL skills or knowledge test to obtain one of the licenses or endorsements listed above.
How do the ELDT regulations impact current CLP holders?
Only drivers who obtain a commercial learner’s permit (CLP) on or after the February 7, 2022 compliance date are subject to ELDT regulations for obtaining a CDL.
Drivers who currently hold a CLP may obtain a CDL without completing entry-level training, as long as they obtain their CDL before their CLP, or renewed CLP, expires.
How do the ELDT regulations impact current CDL holders?
Current CDL holders who apply for an S, P, or H endorsement on or after February 7, 2022 are subject to ELDT requirements for those endorsements.
The ELDT requirements for obtaining the S, P, or H endorsements also apply to drivers who obtain their CLP or CDL after February 7, 2022.
How will drivers subject to ELDT find training providers?
Drivers seeking to obtain a Class A or Class B CDL or an S, P, or H endorsement must select a training provider from the public list, which will be live on the Training Provider Registry website later this year. Drivers will contact the training provider and secure their services outside of the Registry.

In preparation for the February 7, 2022 Entry-Level Driver Training compliance date, training providers in compliance with the Federal regulations may now register with the Federal Motor Carrier Safety Administration (FMCSA) via the Training Provider Registry.
FMCSA will review all registration requests to ensure that the information provided is complete and in alignment with program requirements.
When you begin registration, you will be prompted to complete the following steps:
1. Create a login.gov account
Training providers will use a login.gov username (email address) and password to access the Training Provider Registry. Providers may create a new account or use an existing login.gov account.
2. Register Training Provider
Select one person to register your company or organization with FMCSA. Once approved, this user may invite other individuals to register and work in the Registry on behalf of the training provider.
3. Register Training Locations
Once FMCSA approves the company’s registration request, providers can log in to register training locations. Providers with multiple locations will need to register each location.
