EU/EEA and Swiss citizens
Once you have been living in the Netherlands for five uninterrupted years, you can apply for permanent residence. Dutch permanent residence allow you to stay in the Netherlands indefinitely, although it must be renewed every five years. With a Dutch permanent residence permit you are free on the Dutch labour market, meaning you no longer need a work permit.
To get a permanent residence permit in Netherlands you must meet following conditions:
• You have the nationality of an EU/EEA country or Switzerland.
• You have been living continuously and lawfully in the Netherlands for 5 years or more. This means that you were actually living in the Netherlands and had sufficient funds to support yourself.
• You have a valid passport or another travel document.
• You are registered in the Municipal Personal Records Database (BRP) in your place of residence (municipality). You do not have to show this. The IND checks if you meet this condition.
The application form lists the documents that you have to enclose with the application.
You have to have official foreign documents legalised and translated into Dutch, English, French or German.
You submit the application to the IND yourself. After the application has been received, the IND sends a letter stating how the fees are to be paid.
The IND then does not need to have biometric information from you. However, a passport photo is still needed. You use the Appendix Passport Photo Form for this. The IND tries to decide on your application within 8 weeks. You have to pay a fee for the IND to process your application, which is non-refundable if your application is rejected. If you do not meet the conditions, you will not get a residence document for permanent residence. This decision is given in the form of a letter: the formal decision. You can apply for a review of this decision.
If you meet all the conditions, you will get a residence document for permanent residence. The IND will send you a letter to inform you when you can collect the residence document.
As a Belgian or Luxembourg citizen you can apply for a permanent residence permit with the status EU long-term resident immediately upon arrival. You must meet the following conditions:
• You have a sufficient independent long-term income.
• You do not pose a threat to public order.
• You are registered in the Municipal Personal Records Database (BRP) in your place of residence (municipality).

Non-EU/EEA/Swiss citizens are also eligible for permanent residency, although they will be assessed for either long-term resident-EC status or 'regular' Dutch permanent residency, depending on which conditions they fulfill.
You must fulfil the following conditions:
• You must have held a temporary residence permit for at least five consecutive years.
• You should currently hold a residence permit for a non-temporary purpose, for example, employment work as a highly skilled migrant, or for family reunification
• You have to prove you have 'sufficient' long-term income. For example, a single person must have an income of EUR 1,152.60 gross per month
• You must not be a risk to the public order or national security.
• You have to prove that you are integrated into Dutch society, and can speak, read and write Dutch by taking a civic integration exam or having a comparable diploma.
You have to pay a fee for the IND to process your application, which is non-refundable if your application is rejected. This is currently EUR 159 (2017 fee), although prices are reviewed each year.
