In President Obama's State of the Union address, he vowed to work around Congress when needed. But what exactly is the difference between an executive action and an executive order? Our panelists discussed the distinction on Washington Week.
"Some of the more important things in American history have been taken through executive action or order of one kind or another," Politico's Todd Purdum said. "The Emancipation Proclamation was an executive action."
"What [Obama] is doing now for the purpose of stagecraft is signing a big loopy signature on any old thing he can, whether it's an order, a memorandum, or a napkin," Slate's John Dickerson added.
