Hong Kong is taking action to prevent healthcare from buckling under the growing weight of COVID-19. Asymptomatic and mild cases will be diverted to the government quarantine facility at Penny's Bay from Feb 8. Eighty-five per cent of isolation beds at hospitals are already full.
