Senator John Unger argues that this bill, SB1039, is addressing multiple objects which is prohibited by the WV Constitution. Says there is much in the bill Democrats could support, that it could pass today, if we would follow the Constitution. he argues that the Senate should use the committee structure to work the more controversial parts.
