After speaking to the crow magister and the crow mother I had to defeat the Flame Atronach named Rulantaril's Construct and take the tower key from it to take key to the Crow Mother's tower to get in to spake to the Crow Mother in the tower. Much thanks and credit to the teammate SK8ZION who opens the chest to get the key, and defeating the atronachs and spiders etc in getting to the tower.
