Just like a state has a responsibility to build bus stand, railway station etc to enable citizen exercise their to right to freedom of mobility, just like police stations and police force are spent on to protect a citizen's right to life, state also provides certain good and financial assistance to protect various rights of it's citizens. However the people elite class lookdown on the latter by branding it as "freebie culture". This video explains the reasoning behind giving goods at free of cost through rights based approach and why we need to debate the efficiency of each of this policy needs to be within that approach and not a classist view of "burden on the exchequer".
