The Supreme Court had thrashed the government's National Judicial Appointments Commission, supposed to be a replacement for the Collegium system of appointment of judges to the high courts and Supreme Court. The SC had now instructed the centre to prepare a draft Memorandum of Procedure for appointments in higher judiciary, that is supposed to provide a refinement of the existing Collegium system
