The Southern African Development Community has condemned an attack on a camp for displaced people in the East of the Democratic Republic of Congo and announced the start of joint military operations with the Congolese army against the M23 rebels. At least 16 civilians were killed and thirty others injured in a blast on the outskirts of the city of Goma on Friday.
