'Smart cities' are often designed from a pure high-tech angle which risks turning cities into technology projects. Truly smart cities should recognize the ambiguity of lives and livelihoods, and be driven by outcomes beyond the implementation of AI, 5G, and Big Data. Frugal innovation can play a key role. This includes drawing on the talent and ingenuity of local makers, building a community of civictech champions, and leveraging innovation wherever it can be found.
