The Glimmering Treasure Chest in Tel'anor (coordinates 44, 33) is located in a cave under the ruins. The cave entrance is behind a waterfall West of the chest location (coordinates 42, 29).
I have started outside of the building in Tel'anor that is directly above the treasure. I follow a trail around the building, beside the stairs to the next level, and cross to the centre of the fork in the river. There is another small trail leading down the side of the western fork to the bottom of the waterfalls. Crossing the river and turning back up-stream you can see the waterfall, the cave entrance is behind the middle tier of the waterfall.
