Retired army general and Liberal Senator Jim Molan says the West missed the chance to take action early against Russia.
"One of the most important aspects of everything in relation to confronting a dictator and authoritarian government, is not to let them get ahead of steam-up and then we find that the sanctions we're applying are too late," he told Sky News host Rita Panahi.
