With Johnston's Army of Northern Virginia having successfully withdrawn up the Virginia Peninsula and now occupying defensive positions outside Richmond, Major General McClellan turns to the Union Navy to possibly bring a swift end to the campaign, and maybe even the war. He orders a Union Navy flotilla under Commander John Rodgers to steam up the James River and "blast Richmond into submission." However, as Rodgers' flotilla makes their way up the river, they encounter heavy resistance by Confederate troops and marines, who make a bold stand against the Federal flotilla from their defensive positions on Drewry's Bluff, located 15 miles south of Richmond. If the Rebel defenders of Drewry's Bluff can withstand this formidable Federal flotilla, which includes the USS Monitor and two other ironclad warships, they might be able to save the city and the Confederate war effort.
