In 2006 the South African government consented to the International Telecommunications Union (ITU) agreement that called for countries to migrate from analogue Television to Digital Television by June 2015. The purpose of the Digital Terrestrial Television (DTT) process is to improve the quality of TV services and to maximize the efficient use of the spectrum. While the government says it initially aimed to complete the migration process by 2011, the programme suffered setbacks during the technology negotiation process. The government has since committed to assist households earning a total salary of, or less than R3, 300 per month with the installation of set-top boxes.
