This idiom is a very common one in English, perhaps even more common than it should be, as many people use it even when the weather is not that extreme. It should be considered an important idiom, though, due to how common it is and how often it is used in informal day to day communication.
Another possible origin for "raining cats and dogs" not listed in the video, is that it may have derived from the Greek expression cata doxa (cats and dogs), which was used to mean "contrary to experience or belief."
