There's another wrinkle in Sacramento's housing crisis, and it has to do with rental occupancy and the rate at which construction projects get completed. According to the Yadri Matrix, Sacramento's occupancy rate is 96.8 percent, which is second in the nation behind the Twin Cities. Additionally, Sacramento is last in the nation on the construction project completion rate, coming in at 0.6 percent completed. Jim Lofgren, executive director for local Rental Housing Association, says there are number factors that make the projects slow to get off the ground.
