My Bissell powerforce bagged vacuum was burning the belts every few months, turns out the brush roller wasn't spinning freely. It spun but with a lot of friction and caused the belts to wear out/burn out.
Instead of replacing the brush roller, you can punch out the plastic cap and clean the metal bushings. Lubricate while you're in there with some wd-40 or similar.
Hardest part was punching it out, i used a hammer and screwdriver and after a few hits it started getting loose and eventually came off. Focus only on hitting the metal end whole holding the plastic cover.
