In 2007, a category five hurricane named Dean struck Mexico's Yucatan peninsula. The absence of immediate deaths was attributed to Mexico's much improved emergency management systems. But thousands of people in communities "invisible" to the media suffered tremendously in the aftermath of the hurricane. This video examines the long term economic and social policies that make some communities more vulnerable to disasters than others.
