It's common for private schools in Hong Kong to require parents of new students to pay a debenture in addition to the tuition fee. TVB News received complaints from parents of students of a private school who could not redeem 600,000 dollars' worth of debentures two years after their children had left the school.
The Education Bureau has ordered the school to stop accepting debenture payments.
