Shri. N.K. Singh, Chairman of Fifteenth Finance Commission of India, an Economist, former Politician, and former Indian Administrative Service Officer, addressed IIM Ahmedabad fraternity comprising PGPX, PGP, PGP-FABM, and FPM students. The session was co-presided over by Director, IIM Ahmedabad, Professor Errol D’Souza and faculty members.
Shri. N.K. Singh shared deep insights into opportunities and challenges faced by Fifteenth Finance commission of India in formulating various policies related to Fiscal federalism in view of financial discipline for taking the nation to greater heights. He talked about challenges faced by Finance Commission, related to striking a balance between allocation of equity with efficiency among the union and states, re-allocation of items included in Concurrent List(List III) of Seventh Schedule of Constitution of India into Union(List I) & State list(List II), current geopolitics, and rationalization of centrally sponsored schemes. He also stressed on the need of the re-evaluation of weights currently allocated to various horizontal criteria, such as population, geographical area, distance from the national average, fiscal rectitude, and forest cover, for arriving at the allocation of equity among union & states.
Moving ahead, he also shared briefs about Fiscal Federal structures in countries such as the United States of America, Australia, Switzerland, Canada, and their commonalities and differences with Indian Fiscal Federal structure.
