Iraq's Prime Minister is describing the advance of ISIL fighters as a "failure" for the world community. He has accusing the U.S.-led international coalition of not doing enough to stop them.
Foreign ministers from 24 countries are in Paris to fine-tune their strategy against ISIL, but the meeting is being marred by mutual suspicion and blame for what's been going wrong.
