In this video we will discuss the future of project 75I. Recently we heard some new about the project 75I hitting a road block due to withdrawal of Germany based TKMS from the project. How does the pulling out of the German company going to impact the project 75I? What is the reason for its pull out? What can be done to revive the project 75I? How capable is South Korean DSME 3000 submarine, the lone bidder left in this bid. The ministry of defense has selected Mazagon Dock Shipbuilders Limited (MDL) and L&T as the shipyards who will build the selected submarine design. 5 companies have been shortlisted for this bid: Russia's Rubin Design Bureau with the Amur 1650, France's Naval Group with a conventional Barracuda design, Spain's Navantia with the S-80 Plus, Germany's TKMS HDW 214 & South Korea’s DSME with the DSME 3000. Later, a clause was added to this tender in which the contenders that had a working and sea-proven fuel cell-based AIP submarine can offer AIP based submarine to India. Presently, only 2 countries in the world have a proven AIP based submarines which are Germany & South Korea. Resulting spain, france and Russia out of the bid. Now, according to media reports the Germany based M/s tkMS (ThyssenKrupp Marine Systems) which had offered Type 218 Invincible Class submarines has sent a letter to the government citing three major reasons for withdrawing from the contest. But due to the withdrawal of the Germany TKMS, India is staring at a single vendor situation which India try to usually avoid. Usually in such situations, the RFP is scrapped and a fresh one is issued. If the Navy is not able to convince other vendors to submit their bids then it might have to cancel and reissue a fresh tender at a later stage that will only further delay the program. This is the main reason the project 75I hit the road block due to TKMS pulling out of the project 75I. Now, talking about the reasons cited by Germany based TKMS for pulling out of the tender, the Germany based M/s tkMS (ThyssenKrupp Marine Systems) has sent a letter to the government citing three major reasons for withdrawing from the contest. The Company highlights the rigidity of RfP. As per TKMS, the time given to respond for such a huge deal is very short. In big ticket projects the response time is around 12-15 months. Another reason for withdrawing from the contest is the Liability Clause. The company is expected to take responsibility for the boats which will be made by the shipyards identified by the government. If anything goes wrong the OEM will be held responsible and will have to pay the penalty. 3rd reason for withdrawing from the contest is the Transfer of Technology. As per TKMS, the intended degree of Transfer of Technology (ToT) is not specified. There is no clarity in how much technology needs to be transferred. Now, talking about the only bidder left in this bid, the South Korean DSME 3000. 10 years ago, no one knew South Korea as a defense-exporter. In 2011 South Korea's Daewoo Shipbuilding & Marine Engineering Co.,Ltd. (DSME) got the order of 3 upgraded 'Type 209' submarines from Indonesia. The Type 209 is a German-designed submarine that is also used by the Indian Navy. After this DMSE, while continuing its defense export, developed indigenously designed advanced Dosan Ahn Changho class submarines for the Republic of Korea (ROK) Navy. ROK Navy has a requirement of 10 Dosan Ahn Changho class submarines to be delivered in 3 batches. Its model was recently shown at the International Maritime Defense Industry Exhibition (MADEX). If we talk about this submarine, it is a 3300 ton displacement submarine, whose length is 83.5 meters, beam 9.7 meters, and draft is 14.7 meters. Its maximum submerged speed is 20knots per hour. But Indian variant of this submarine will not have Vertical Launch Tubes like the submarines of this class. It has been removed keeping in mind the requirement of the Indian Navy.
