(PS: No the answer is not "just use Noah" or "just have higher CP")
I've been frequently asked the question, "How in the world do I beat a Scarlet-Jackal team in Rookie/SP Arena if I don't have Jackal???" After much badgering, I've given in and recorded this video for those who wish to try and learn a bit more about PvP team building.
So how does it work? The key to beating a Scarlet-Jackal team is speed tuning your attack pattern in a way such that you are able to reduce the enemy team's burst gauge generation speed slow enough to allow your Noise and/or Noah to burst before their Scarlet. This is done in two ways: 1) only using RLs and SRs to minimize burst gauge generated by their Jackal's damage share (S2), and 2) increasing your RLs' charge speed via cubes or OL attributes such that the enemy team's rockets will whiff (miss) due to the modified attack-reload pattern timing. For 1), in my video I use Noah, Noise, Centi, Alice and Nihilister, but you can replace Nihilister with Anis and/or Noah with Rapunzel (if your units are tanky enough). For 2), I modify my attack-reload pattern timing by using Adjutant cube (increase charge speed).
Once you've gotten the right speed tuning down (and keep in mind your opponent may also speed tune their units!), the other important part is investing in Noise. Noise's Burst gives your entire team a temporary max HP buff as well as continual healing that scales off of Noise's own HP. While Scarlet's AoE Burst hits very hard, if you invest enough into Noise's Burst level as well as the base HP of the rest of your team, you can actually tank Scarlet's Burst damage. And as long as your team (specifically, your Alice) is able to survive the Burst and heal back up with Noise's Burst, you can turn the fight around and win.
In the case that your investment into Noise isn't enough, Noah can step in with her Burst's 3s team wide invulnerability. This invuln will let you team tank Scarlet's Burst as well as follow up damage for the next few seconds, plenty enough time for your Alice to kill a few enemy units and win the fight. But because Noah is a B2, the speed tuning requirement is steeper to ensure she bursts before the enemy Scarlet. That said, if your Noise is highly invested enough to let the team survive, Noah's subsequent 3s invuln will give the team that critical breathing space to heal back up and recover.
As a final note, keep in mind that you cannot just simply copy paste the team and expect to win. Not only do you need the charge speed cubes (important!) but you also need good enough gear and skill levels on all your units to be able to actually win the fight after surviving the enemy Scarlet's burst. In my video, because I'm almost 20 synchro levels higher than my opponent, the DPS part isn't an issue. If I were to remove the charge speed cubes, my team would still lose due to how strong Scarlet's burst is. SPEED TUNING IS KEY TO THIS STRATEGY!
