Werner Naumann was a German journalist and civil servant. He served as Joseph Goebbels personal assistant from 1938-39, and again after serving as soldier in the war in 1942.
In 1944, he became State Secretary in the Propaganda Ministry.
Naumann became infamous for trying to infiltrate the post-war German Liberal Party with fellow former high ranking officials and NSDAP members.
He died in 1982.
In this speech that he held at a party congress in Munich in late March, he gave instructions and tips to fellow party officials on how to motivate people in the wake of the worsend war situation.
