For activation requirements and effects, you have to be able to resolve both of them, or else you cannot activate the card, even if paying the cost would allow for the effect to take place. For example, if you have 10 cards left in you deck and want to use Pot of Desires, you cannot because you need 10 cards to banish, and 2 cards to draw, so you actually need at least 12 cards in your deck to use it...
