Jitte originate from Sai from Okinawa, which in turn originate from all over Asia. From India and Indonesian mainly and are thought to have come to Okinawa and eventually over to Japan. The Jitte use used by Police and Law enforcement, a common weapon of the Samurai Police. Jitte Sword breakers were just that, they were an excellence way of defending yourself from sword attacks as you can parry, block , disarm and lock an attacker. In short it is used very much like the batons of modern day Police forces.
