Stockinette stitch is a simple 2 row repeat. You can cast on any number of stitches:
CO any number of stitches with the longtail cast-on
R1: purl
R2: knit
R3: purl
repeat rows 2+3
bind-off
Stocking stitch (how it's also called) is not a reversible pattern. The wrong side is sometimes also used and it's typically referred to reverse stockinette stitch. In the round, you would produce it by purling across all stitches.
Since stockinette stitch curls in on the edges, it's best do add a garter stitch selvage on either side to prevent that.
For a seamed project that wouldn't be neded.
