The Philippines has said it will develop islands in parts of the South China Sea that it considers to be part of its territory. Military chief Romeo Brawner said Manila wants to upgrade its outposts in the disputed waters to make them more habitable for its troops stationed there. The Philippines has stations on nine reefs and islands in areas of the South China Sea that it considers as part of its exclusive economic zone.
