This is the White BlackSteel Katana in Dark Souls 2 Scholar of The First Sin on PlayStation 4. It's a Re-skinned Version of the BlackSteel Katana. So the color instead of it being black it is just white. It's really cool and It was a limited-time event item. Not sure how you can get these anymore and they are extremely rare. A lot of people like to call it the WhiteSteel Katana as you can see by its white handle on the blade.
